تغییرات اقلیمی در تمام استانداردهای سیستم مدیریت گنجانده خواهد شد

1) ماهیت متمم چیست؟

در تاریخ 22 فوریه 2024، مجمع بين‌المللي اعتباردهي (IAF) و سازمان بین‌المللی استانداردسازی (ISO)، بیانیه‌ای مشترک برای برجسته‌کردن متمم‌های تغییرات اقلیمی در استانداردهای جدید و موجود سیستم‌های مدیریت ISO، در حمایت از بیانیه ISO London منتشر کردند.هدف این اقدام حصول اطمینان از این است که موضوعات تغییرات اقلیمی توسط سازمان در چارچوب اثربخشی سیستم مدیریت، به‌علاوه تمام موضوعات دیگر، مدنظر قرار گیرد. این بیانیه‌های اضافه در هر استاندارد سیستم مدیریتی اطمینان حاصل می‌کنند که این موضوع مهم نه‌تنها نادیده گرفته نمی‌شود، بلکه توسط تمام سازمان‌ها در طراحی و استقرار سیستم مدیریت در نظر گرفته می‌شود.متمم‌ها برای تمامی استانداردهای سیستم مدیریت قابل کاربرد هستند (فهرست قسمت 5 را ملاحظه کنید) و در بندهای 4-1 و 4-2 از ساختار سطح بالا (HLS) به شرح زیر مشخص شده‌اند:

بند 4-1: "سازمان باید تعیین کند که آیا تغییرات اقلیمی یک موضوع مرتبط است یا خیر"
بند 4-2: "یادآوری: طرف‌های ذی‌نفع مرتبط می‌توانند الزامات مربوط به تغییرات اقلیمی داشته باشند".

2) انتظار می‌رود چه مواردی در ماهیت محتوای سیستم مدیریت در نظر گرفته شود؟

باید تعیین شود که موضوع تغییرات اقلیمی، به همراه سایر موضوعات، آیا موضوع مرتبط با کسب کار آن سازمان است یا خیر و اگر به‌عنوان موضوع مرتبط شناسایی شد، در چارچوب ارزیابی ریسک، در دامنه کاربرد استانداردهای سیستم مدیریت، مورد بررسی قرار گیرد. هدف این است که تغییرات اقلیمی توسط سازمان در زمینه اثربخشی سیستم مدیریت، به‌علاوه تمام موضوعات دیگر، در نظر گرفته شوند.

3) آیا گواهینامه‌های موجود تغییراتی می‌کنند؟

با درنظرگیری موارد زیر، الزامی به بازنگری یا صدور گواهینامه جدید نیست:

• سال انتشار هر استاندارد سیستم مدیریت تغییر نخواهد کرد.

• دامنه کاربرد سیستم مدیریت گواهی‌شده، تغییر نمی‌کند.

• تأثیر قابل‌توجهی بر اثربخشی سیستم مدیریت گواهی‌شده وجود ندارد.

• روش‌ها و اقداماتی که سازمان‌های گواهی‌شده بر اساس الزامات جدید استفاده خواهند کرد، شبیه روش‌ها و اقداماتی که آن‌ها در صورت تغییرات آتی در هر موضوع زمینه‌ای دیگری که قبلاً در دامنه کاربرد سیستم مدیریت با آن مواجه شده‌اند، خواهد بود.

4) چه شواهدی در هنگام ممیزی مورد ارزیابی قرار می‌گیرند و این برای مشتری یا ممیز چه معنایی دارد؟

داده‌ها/اطلاعاتی که ریسک آن‌ها ارزیابی شده است یا سایر ورودی‌ها به ماهیت موجود سازمان و تشریح طرف‌های ذی‌نفع مرتبط با تغییرات اقلیمی، باید به طور متناسب در سیستم مدیریت موجود، معرفی شود. انطباق و ارتباط با استاندارد ممیزی شده، موضوعی است که توسط ممیز مورد ارزیابی قرار می‌گیرد. در همین راستا، ورودی‌های ارائه شده از طرف مشتری، توسط تیم ممیزی ارزیابی خواهند شد.

1.What is the context of the amendments

On 22 February 2024, IAF and the International Organization for Standardization (ISO) published a joint communiqué to highlight the publication of Climate Action Amendments to new and existing ISO management systems standards, in support of the ISO London Declaration.

The intent is to ensure that Climate Change issues are considered by the organization in the context of the effectiveness of the management system, in addition to all other issues. These additional statements in each management system standard are ensuring that this important topic is not overlooked but considered by all organizations in the design and implementation of the management system.

Amendments are applicable to all management system standards (see list in section 5) and are specified in chapter 4.1 and 4.2 of the HLS, as follows:

Chapter 4.1: ‘The organization shall determine whether climate change is a relevant issue’.

Chapter 4.2: “Note: Relevant interested parties can have requirements related to climate change”.

2. What is expected to be considered within the management system content

Climate Change, along with other issues, must be determined as relevant or not and if so, considered within an evaluation of risk, within the scope of the applied management systems standards, accordingly. The intention is to ensure that Climate Change issues are considered by the organization in the context of the effectiveness of the management system, in addition to all other issues.

3. Are there changes regarding existing certificate(s)

No new or revised certificate is required to be issued considering that:
•    The publication year of each management system standard will not change.
•    There is no change in the scope of application for the certi-fied management system.
•    There is no significant impact on the effectiveness of the cer-tified management system.
•    The method and actions that certified organizations will eventually enter into, due to the new requirement, will re-semble methods and actions they would apply in the case of future changes in any other contextual issue they already address within the scope of the management system

3.What evidence will be assessed during the audit and what does it mean for a customer or an auditor

A risk evaluated data/information or any input to the existing context and interested parties description relevant to climate change shall be introduced appropriately in the existing management system. Compliance and relevance to the audited standard will be a subject assessed by the auditor. Provided input from the client will be evaluated accordingly by the Audit Team.
